He stayed at the house of the city’s vice mayor, Jerry Yaokasin, which wasn’t spared by the super typhoon and the storm surge.
While the flood in some areas haven’t subsided yet, and while the evacuees still can’t go back to their houses, Suspension of Classes is still up in specific areas/schools. Some classes, however, are suspended due to power interruption.

A Yellow Warning signal has been raised over NCR by the Philippine Atmospheric Geophysica and Astronomical Services Administration (PAGASA) on Wednesday afternoon.
PAGASA warned of intense rain over Metro Manila in the next two hours.
The bulletin issued 1:45 PM says:
Heavy rainfall (8-15 mm/hr) was recorded over Metro Manila for the past hour.
Moderate to Heavy (5-15 mm/hr) rains is expected over Metro Manila with occasional Intense (16-20 mm/hr) rains within the next 2 hours.
POSSIBLE FLOODING in low-lying areas and those located near the river channels.
People are advised to TAKE PRECAUTIONARY MEASURES and WATCH OUT for the next updates.
Meanwhile, a Southwest Monsoon weather advisory issued at 11:00 AM stated that the HABAGAT has weakened slightly because Tropical Cyclone “HAIKUI,” which is outside the Philippine Area of Responsibility (PAR) has already made a landfall in China this morning.

The Southwest Monsoon (HABAGAT) has weakened slightly as Tropical Cyclone "HAIKUI" outside the Philippine Area of Responsibility has moved farther away and made landfall in the vicinity of Shanghai, China early this morning. Consequently, weather condition is expected to slightly improve further before the weekend because of the weakening of the southwesterly winds. However, for the next 12 hours, light to moderate rains (2.5-5mm/hr) in some portions of Batangas are expected. Intermittent moderate to heavy (5-10mm/hr) but less frequent rains compared with the past 24-hours will be experienced in the following Provinces: Portions of Pangasinan, Nueva Ecija, Pampanga, Tarlac, Bulacan, Bataan, Rizal, Cavite and NCR.
Threats of flashfloods and floods in low lying areas and landslides in mountainous areas as well as Lahar flows over Pinatubo will gradually decrease.
Residents living in those areas are still warned against the danger of these hazards that may occur.
Disaster managers are still alerted to continually take precautionary measures.
The next update will be incorporated in the Public Weather Forecast at 5:00 pm today while the next advisory will be issued at 11:00 am tomorrow.

The rain hasn’t been pouring as hard as the past few days but Suspension of Classes for August 9, 2012 (Thursday) has been announced this early by some schools.
With the still ongoing flood and the relief operations organized by some universities and colleges, plus the fact that a number of public schools are currently being used as evacuation centers, there will still be No Classes in some areas tomorrow.

Malacañang Palace has announced that work in national government and private offices are not suspended for Thursday, August 9, 2012 (via @willardcheng).
Floods in Metro Manila and nearby provinces brought about by the monsoon rains have been causing suspension of classes from preschool to college. Yesterday, Malacañang has also cancelled work even in private offices due to impassable roads. Commuters and even vehicles were stranded and the palace told private companies to value the safety of their employees first.
Classes for August 8, 2012 have already been suspended by different Local Government Units (LGUs). Check here for the list of areas and schools that have cancelled classes for Wednesday.

PAGASA has again released a Red Warning signal in Metro Manila as of 12:30 AM of August 8, 2012 due to heavy to intense rains that cause flood in low-lying areas. The bureau says the rains will last until Thursday and we can expect the weather to be better over the weekend.
There is no tropical cyclone in the Philippine Area of Responsibility (PAR). It is the Southwest Monsoon that is affecting Luzon and Visayas.

Torrential rainfall (35.0-60.0mm/hr) was observed over CAMANAVA, QC and Manila while Heavy to Intense rainfall (15.0-30.0mm/hr) was observed over the rest of Metro Manila for the past 3 hours.
Due to the effect of the series of thunderstorms embedded in the Southwest Monsoon flow, expect Heavy to Intense (15.0-30.0mm/hr) rains with occasional Torrential (more than 30.0mm/hr) rains within 3 hrs.
Residents in flood/landslides risk areas are advised to take precautionary measures and WATCH OUT for the next warning.

Upon the recommendation of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and the National Disaster Risk Reduction and Management Council and in view of the continuing inclement weather brought about by southwest monsoon (habagat), work in all offices in the private sector in the National Capital Region and the provinces of Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Bulacan, Laguna, Cavite, and Rizal are hereby suspended today, 07 August 2012.
This Circular shall take effect immediately.

There are companies, however, call centers in particular, that are not heeding to the call of work suspension. To this, the president tweeted:
We've been receiving reports that some companies are not adhering to the work suspension orders of government. Pakiusap lang po, wag po nating isakripisyo ang kaligtasan ng ating mga manggagawa. Salamat po.
Private companies should not risk the safety of their employees. With the hard rains and flood, commuters are already getting stranded as some major roads are not passable.

An internal campaign spearheaded by ABS-CBN Physical Security called “Ligtas Pinas” will be spread all over the country through seminars and workshops on disaster preparedness.
The campaign is divided into a three-part series on the three most common disasters that strike the country: Typhoon, earthquake, and fire. It insists on the importance of one’s knowledge on basic survival skills, emphasizing on the fact that in times of disaster, your chances of survival is primarily up to you and what you know.
A landslide hit Compostela Valley in the early morning of Thursday, January 5, 2012. It left at least 25 people dead, 15 injured, and about a hundred still missing in Purok Diat Uno and Diat Dos in Barangay Napnapan.
The continuous rains and a slight tremor might have caused the landslide that occurred at 3:45 AM. The rains of the past 2 weeks might have saturated the ground. Also, the magnitude 3 quake that hit Davao Oriental at 12:01 AM of the same day might have attributed to the cause of the landslide.
Last December, Purok Diat Uno and Diat Dos were previously identified by the Mines and Geosciences Bureau (MGB) as extremely high risk to landslides. Geologists measured the cracks on ridges on top of the mountain and found out they were getting bigger.
Compostela Valley Governor Arturo Uy said that the small scale miners in those areas had been told to evacuate but they kept coming back due to the gold rush. That is despite the earlier landslide in April 2011 that took the lives of at least 13 people.
A video of Sendong victims being rescued while floating in the ocean some 15 kilometers from the nearest shore of Iligan City. They were swept away by the strong current of the flood that hit their homes on Friday night.
They were spotted on Saturday morning by seamen aboard M/V Yang A, who immediately rescued them.
According to the latest PAGASA bulletin, the center of Typhoon “QUIEL” was located based on satellite, radar and surface data at 340 km East of Tuguegarao City. It has a maximum sustained winds of 150 kph near the center and gustiness of up to 185 kph. It is forecast to move West at 26 kph.
Five towns in Cagayan are still flooded due to the recent Typhoon Pedring and same people from these areas would have to deal with Typhoon QUIEL, a stronger one. Noting that Pedring, which gave the country more wind than rain, flooded these towns, people of Cagayan are now concerned about the amount of rainfall QUIEL would bring.
Typhoon QUIEL is expected to cross Northern Luzon the whole day of Saturday and is forecast to be out of Ilocos area and heading towards West Philippine Sea by Saturday night.
Signal number 3 has been hoisted over Cagayan, Isabela, Northern Aurora, Quirino, Nueva Vizcaya, Ifugao, Mountain Province, Kalinga, Apayao and Abra.
Signal number 2 will be felt in the rest of Aurora, Nueva Ecija, Pangasinan, Benguet, La Union, Ilocos Norte, Ilocos Sur, Calayan and Babuyan Group of Islands.
Signal number 3 is also declared in the provinces of Northern Quezon including
Polillo Island, Bulacan, Pampanga, Tarlac, Zambales and Batanes.
Metro Manila will have a rainy Saturday afternoon as Typhoon QUIEL will enhance the Southwest Monsoon.

The Department of Education (DepEd) released an advisory yesterday regarding the postponement of the National Career Assessment Examination (NCAE) due to the "operational and administrative limitations" brought about by Typhoon Pedring. NCAE in Regions 1, 2, 3, 4A, 4B, 5, CAR, and the NCR is moved from the original date of September 28 to September 30, 2011.
NCAE is given to third and fourth year high school students in both public and private secondary schools to determine the interest and career inclination of the students. The results help students in deciding which course to take up in college.

Due to operational and administrative limitations caused by Typhoon Pedring in Regions 1, 2, 3, 4A, 4B, 5, CAR, and the NCR, DepEd Undersecretary Alberto Muyot announced the postponement of the National Career Assessment Examination (NCAE) from September 28 to September 30, 2011 to allow for the preparation of test centers and delivery of test materials on September 29.
Depending on the local situation in their areas, regional and division offices may decide to further move the examination date.
All other areas shall continue to hold the NCAE on September 28, 2011 as stated in DepEd Memorandum No. 153, s. 2011 and in the enclosure of DepEd Order No. 28, s. 2011.
The DepEd will continue to closely monitor the situation of our schools in affected areas. We encourage our school and division personnel as well as communities to report damages in schools to the DepEd Operation Center that will be open 24 hours for monitoring through hotline numbers 09396521111, fax at 6337263, and email at schoolmapping@yahoo.com.
As of 5:00 PM today, Typhoon Pedring continues to move away from the country and is now out of the Philippine Area of Responsibility (PAR).
At 4:00 AM today, the eye of Typhoon Pedring was located based on radar, satellite and surface data at 300 km northwest of Baguio City (17.8°N 117.8°E) with maximum sustained winds of 120 kph near the center and gustiness of up to 150 kph. It is forecast to move West Northwest at 19 kph.
Public Storm Warning Signals elsewhere are now lowered.
Typhoon Pedring, though, will continue to enhance the Southwest Monsoon and will bring scattered to widespread rains over the rest of Western Luzon.
Meanwhile, Tropical Storm Quiel (Nalgae) was estimated 1,330 km East of Northern Luzon and is expected to enter the PAR within the next 24 hours.
DOST Undersecretary Graciano Yumul Jr. said there is a great chance that Quiel would intensify into a powerful cyclone, noting it had been a tropical storm only on Tuesday. It is likely to gain strength as it travels over the sea toward the Philippine territory.
Yumul also said "Quiel" had absorbed another tropical cyclone that would have been called "Ramon" if it entered the Philippine territory.

At 10:00 AM today, the eye of Typhoon “PEDRING” was located based on radar, satellite and surface data at 100 km East of Baguio City (16.5°N, 121.5°E). Maximum winds of 120 kph near the center and gustiness of up to 150 kph. Forecast to move West Northwest at 19 kph. Typhoon “PEDRING” is expected to be at 300 km West of Sinait, Ilocos Sur by tomorrow morning and at 710 km West Northwest of Sinait, Ilocos Sur by Thursday morning.
After making a landfall in Casiguran, Aurora around 9:30 AM Wednesday, Tropical Storm Juaning was upgraded to a "severe tropical storm" with maximum sustained winds rising from 85 to 95 kilometers per hour.
Rains in Metro Manila, though, may be less compared to the amount of rainfall we experienced yesterday because the concentration of rain is in the southwest part of the storm.
However, Metro Manila still remains under Storm Signal No. 2 together with 21 other provinces. They are Aurora, Quirino, Nueva Vizcaya, Abra, Kalinga, Ilocos Sur, Mt. Province, Isabela, La Union, Benguet, Ifugao, Pangasinan, Zambales, Tarlac, Nueva Ecija, Pampanga, Bataan, Bulacan, Rizal, Quezon, and Polillo Island.
Areas under Storm Signal No. 1 are Ilocos Norte, Apayao, Cagayan, Cavite, Batangas, Laguna, Mindoro Provinces, Lubang Island, Marinduque, Camarines Norte, Camarines Sur, Albay, and Burias Island.
Flashfloods and landslides are possible so people in low lying and mountainous areas under storm signals 1 and 2 are advised to evacuate. People living in coastal areas are also alerted for possible big waves brought by the storm.

As of the time of announcement, NCR and 17 other areas are under Storm Signal No. 2. These are Camarines Norte, Camarines Sur, Albay, Catanduanes, Pangasinan, Nueva Ecija, Zambales, Pampanga, Tarlac, Bulacan, Bataan, Rizal, Cavite, Laguna, Batangas, Quezon, Polillo Island, and Metro Manila.
Areas under Storm Signal No. 1 are Ilocos Norte, Ilocos Sur, Apayao, Cagayan, Abra, Kalinga, Isabela, Mt. Province, Ifugao, La Union, Benguet, Nueva Vizcaya, Quirino, Aurora, Mindoro Provines, Lubang Island, Marinduque, Romblon, Burias Island, Masbate, Ticao Island, and Sorsogon.
Meanwhile, there has been no announcement yet regarding the suspension of classes for colleges and universities in the NCR for tomorrow. Suspension of classes for college level depends on school heads.
